11、t;<b>　　中文：</b></p><p>　　低碳經(jīng)濟，是在是在可持續(xù)發(fā)展思想的指導下，通過技術創(chuàng)新、制度創(chuàng)新、產(chǎn)業(yè)升級、新能源開發(fā)等多種手段，以減少以煤炭、石油為基礎高碳能源消耗，減少溫室氣體的排放，達到經(jīng)濟、社會、環(huán)境三者的可持續(xù)發(fā)展。大氣中碳濃度的升高是導致全球氣候變化的主要原因。以低能耗、低排放、低污染為特征的低碳經(jīng)濟是目前人類應對全球氣候變化，減少溫室氣體排放的根本出路。農(nóng)業(yè)

14、業(yè)是應對未來農(nóng)業(yè)巨大挑戰(zhàn)、實現(xiàn)農(nóng)業(yè)可持續(xù)發(fā)展的一項最重要的創(chuàng)新舉措，其宗旨是在保護生態(tài)環(huán)境的前提下通過農(nóng)業(yè)的高值化、大幅度提高農(nóng)業(yè)生產(chǎn)力、產(chǎn)業(yè)化水平、競爭力和比較效益。發(fā)展生態(tài)高效農(nóng)業(yè)，必須實現(xiàn)由目前高碳經(jīng)濟向低碳經(jīng)濟根本轉變，過渡就是低碳農(nóng)業(yè)經(jīng)濟。這是低碳經(jīng)濟的一個重要領域，指在農(nóng)業(yè)生產(chǎn)、經(jīng)營中排放最少的溫室氣體，同時獲得整個社會的最大效益的技術。具體來說，低碳農(nóng)業(yè)技術具有以下的特征：首先，它是低能耗、低污染、低排放的“三低”技術；其
